Education and Experience: †Requires an Associate Degree in Business, Forestry, or related field from an accredited college, university, or vocational/technical school (Bachelorís Degree preferred); and †Seven (7) years of increasingly responsible experience in public works maintenance or related field including two (2) years in a supervisory capacity; or Equivalent combination of education and experience.

Licenses or Certifications: †Valid Georgia state commercial driverís license (CDL) - Class C. †Satisfactory Motor Vehicle Record (MVR). †Certification(s) relative to the job responsibilities and duties as determined by supervisor.


This position is a supervisory and technical position responsible for the daily field operations of the Public Works crews for the City. Work involves prioritizing and assigning work; inspecting projects from initiation to completion; and planning, scheduling, and supervising the work of personnel engaged in public works, maintenance, repair, and construction.


Assists with planning, directing, and supervising City Public Works personnel engaged in the maintenance and construction of the Cityís streets, right-of-ways, storm drains, parks, and grounds; may supervise and/or perform minor maintenance to City buildings. ††Schedules, assigns, and inspects work; instructs and trains in correct methods and procedures; monitors work on a daily basis; and reviews/evaluates employee performance. †Conducts regular inspections of the Cityís streets, parks, right-of-ways, and drainage system; plans and schedules needed repairs and/or maintenance; and supervises the installation of street markings. †Inspects work in-progress; ensures the timely and efficient completion of assigned Public Works projects; conducts re-inspections to ensure proper completion of repairs and maintenance; and coordinates activities with other departments and agencies. †Rates City streets for repairs; implements annual work programs developed with the assistance of the engineering services to provide for the repair, maintenance and construction of public facilities including streets and storm drainage systems. †Assists the Director in developing and implementing methods, practices, policies, and procedures to enhance the operation of the department. ††Ensures employees comply with City and department policies, procedures, and safety rules; provides safety training to employees. †Responds to and participates in emergency calls as assigned. †Establishes work priorities; monitors work in progress and assists when necessary; ensures workers follow safe practices and departmental policies and procedures; maintains payroll of Public Works crew members; reviews and evaluates employee performance. †Implements operational procedures and ensures compliance with relevant federal, state and City policies. †Receives, reviews, and investigates citizen complaints/requests; meets with citizens to inspect and/or discuss problems; resolves complaints/requests; and schedules needed repairs, construction, or maintenance related to Public Works. †Inspects and coordinates maintenance of Public Works department vehicles. †Assists in the preparation of the annual department operating budget; reviews, approves, and monitors expenditures within approved budget; and forwards purchase requisitions and payment requests to the Finance Department. †Performs special projects as assigned including construction projects and the upgrade of City facilities. †Assumes additional responsibilities for the Public Works area in the absence of the Director. †Inspects job sites prior to beginning work; contacts the Utility Protection Center and individual utility companies to ensure that utilities such as telephone, gas, and electricity have been located prior to beginning job. †Coordinates public works projects with local, state and federal agencies, developers, contractors, builders, and individual homeowners. †Submits requisitions of materials and equipment needed by crews. †May operate City vehicles in the performance of duties or to attend training programs. Continues training with emphasis on current computer applications, supervisory skills as well as job related duties to remain up-to-date as determined by the Department; must complete internal core courses as determined by the City.Operates equipment including gas powered saws, backhoes, bulldozers, and pumps in performing job duties. Conducts inspections of new subdivisions over a twelve (12) to twenty-four (24) month period; notes the condition of streets, signage, street lighting, and drainage systems to ensure compliance with City standards prior to the City accepting maintenance responsibility. †Performs other related duties as assigned.

Knowledge, Skills and Abilities:

Knowledge of safety procedures in in operations for public works. †Knowledge of City and department policies and procedures. †Knowledge of the occupational hazards and safety precautions necessary for the safe operation of equipment and vehicles. †Knowledge of the equipment, tools, and materials used in the construction, maintenance, and repair of public works infrastructures. †Knowledge of street construction and repair methods. †Knowledge of modern methods, techniques, and equipment for the design, construction, repair, and maintenance of public works. †Knowledge of grounds maintenance. †Skill in the operation of personal computers. †Knowledge of supervisory practices. †Ability to respond seven (7) days a week, 24 hours a day for system emergencies as needed. †Ability to work in a variety of extreme weather conditions for extended periods of time. †Ability to understand and interpret design drawings, construction specifications, and contract documents. †Ability to safely and efficiently operate City construction equipment. †Ability to prepare and maintain accurate reports and records. †Ability to plan, direct, and supervise the work of assigned personnel. †Ability to participate in the development of long-term plans and programs related to public works. †Ability to establish and maintain effective working relationships with federal, state, and county agencies, City employees, City officials, and the general public. †Ability to drive and operate the departmentís assigned vehicles and equipment in a safe and efficient manner. †Ability to communicate clearly and effectively both orally and in writing. †


The work is heavy work and requires exerting: up to 100 pounds of force occasionally; up to 50 pounds of force frequently; and/or up to 20 pounds of force constantly to move objects. Additionally, the following physical abilities are required: balancing, climbing, crawling, crouching, feeling, fingering, grasping, handling, hearing, kneeling, lifting, mental acuity, pulling, pushing, reaching, repetitive motion, speaking, standing, stooping, talking, visual acuity, and walking.


The work may take place indoors; outdoors; near moving mechanical parts; in high, precarious places; in the presence of fumes and particulates; in the presence of toxic or caustic chemicals; and with the risk of electric shock.
